This tutorial was written for those who have a working knowledge of Paint Shop Pro.
It was written by me on November 30, 2010 and comes from my own creativity.  It is meant to be
a guide and you may make make changes to it make a tagthat is uniquely yours.  I retain the copyright to the tutorial, but any tag you make is your own, and you can do with it as you wish.   Any resemblance to another tutorial is coincidental.
 

Supplies needed:

PSP 9 (any version will work)
 Gorgeous Tube by Jamie Kidd.  You must have a license to use her art.  You can purchase
hers art and a license to use it Here
Template #125 by Beth Here
Montis Blindsmask 1 Here
bow and element of choice
Font of  choice.  I used Montelago

Open the template in Paint Shop Pro.  Shift and small d to duplicate and delete the original.  We will work on the copy.

Open mask and tube and minimize for now.  Hide all layers except Raster 7, the word art layer

View, Zoom in more to make the letters of the word art easier to see.  Hold down the shift key and select each letter of the word art.  Selections, Modify, Expand by 2,  Keep selected.  Add a new layer.  Flood fill with white.  Drag below the word layer.  Hide

Open Raster 2, the candy cane.  Select with magic wand,  Selections, Modify, Expand by 1,  Keep selected.  Add a new layer.  Flood fill with white.  Drag below the candy cane layer.  Effects, 3D Effects, Drop Shadow 0, 0, 50, 5.  Hide these layers

Open Raster 4, select with magic wand.  Flood fill  with white.  Effects, 3D Effects, Inner Bevel as shown

Select Raster 3 with the magic wand.  Flood fill with color #c30b03
Effects, Texture Effects, Tiles as below

Select Raster 5 with magic wand.  Change background to color #c30b03 and foreground to #000000   Flood fill with Gradient, foreground background as below

Keep selected.  Copy large tube, paste as a new layer to right lower as shown.
Selections, Invert, Delete.  Move opacity slider to 60

Select Raster 3.  Copy and paste standing tube.

Resize all layers to 600 X 600 pixels.  Highlight bottom Raster.  Add a new layer.  Flood fill with white,  Drag to bottom

Add a new layer flood fill with same gradient as above

Layers, new mask layer from image, find Monti's Blindsmask 1 in the dropdown
 and apply, Source Luminance Selected, Invert Mask Data checked 
Layer, delete, yes to the question and apply. Delete Mask Layer, merge group

Add a drop shadow to each layer.

Add bow and elements to candy cane if desired.

Add name

 Layers, Merge visible. 

Add all copyright information
