This tutorial was written for those who have a working knowledge of Paint Shop Pro.
It was written by me on June 16, 2009 and comes from my own creativity.  It is meant to be
simply a guide and you are free to make changes, add to it or subtract from it to make a tag
that is uniquely yours.  While I retain the copyright to the tutorial, any tag you make is your own.
Any resemblance to another tutorial is purely coincidence

Supplies needed:

PSP 9 (any version will work)
 Art work by Raffaele Marinetti (supplied)
At the Movies Scrap Kit by Vella at Wench Designs Here
 WSL_Mask17 from Chelle at Wee Scott Lass  Here
My template (supplied)
My "safe, sane, consensual bdsm emblem" (supplied)
accents found on the internet (supplied)
Font Impact

Open template.  Duplicate and delete original.  Open mask,
minimize for now

Select Layer 1 in the layer palette.  Flood Fill with color #ffffff white

Resize Paper 2 to 700 X 700 pixels, Copy, paste as a new layer

Layers, new mask layer from image, find WSL_17 in the dropdown and apply,
Source Luminance Selected, Invert Mask Data not checked  Layer, delete, yes to the question and apply.

Select Raster 2 in the layer palette with magic wand tool.  Selections, Modify, Expand by 1, flood fill
with color #000000 black.  Effects, Plugins, Penta, Jeans, amount 62, border 4.  Deselect. 
Repeat on Raster 4 and Copy of Raster 4.  You will have 3 black borders.

Select Raster 3 in the layer palette with magic wand tool.  Selections, Modify, Expand by 1,
Resize paper 1 to 700 X 700 pixels, copy, paste as a new layer.  Selections, Invert,
  Delete.  Deselect 

Select Raster 5 in the layer palette with magic wand tool.  Selections, Modify, Expand by 1,
Resize paper 3 to 700 X 700 pixels, copy, paste as a new layer.  Deselect  Selections, Invert,
  Delete.  Deselect 

Select Copy of Raster 5 in the layer palette with magic wand tool.  Selections, Modify, Expand by 1,
Resize paper 2 to 700 X 700 pixels, copy, paste as a new layer.  Selections, Invert,
  Delete.  Deselect  Deselect

Open Ribbon Wrap 3, Resize to 520 by 84 pixels, copy, paste as a new layer as shown in my tag
Apply a light drop shadow of 0,0,40,8, black

Copy tube. paste as a new layer.  Resize by 80 percent this layer only.
Placement as shown.  Drop Shadow as before

Open bdsm emblem, resize by 70 percent, copy, paste as a new layer,
placement as on my tag, drop shadow as before

Image, Duplicate, Mirror.  Drag the emblem on the left side below the
main tube in the layer palette

Open paddle, copy, paste as a new layer.  Image Rotate, free rotate,
left by 35, drop shadow

Copy leash, paste as a new layer on top of paddle as shown

Add text with stroke black and fill color #b00209 red at these settings

Drop Shadow as before

Copy whip, paste as a new layer as shown

Resize all layers to 600 by 429 pixels. 

Add copyright information

X out white background layer.

Save as a png image.

That's it!  You're Done
