We are going to use coordinates to make the heart wreath.  If you are not familiar with coordinates they are quite easily used.
Here's how.  Move your preset shape tool (or required tool) slowly back and forth and up and down on your canvas without clicking it.  If you look in the bottom right hand corner of your PSP program you will see a set of numbers changing as you move your tool around.  Those numbers are coordinates. (see below)  Line up your preset selection tool at the first set of coordinates given in the directions, then click and drag down and to the right till you find your second set of coordinates.  Release to finish.

Set the colors in your paint pallette, both stroke and fill to a light grey color.

For this tutorial set your coordinates to (30, 30) then across and down to the right to coordinates (160, 160)

Objects, Align, Center in Canvas.  Convert to a raster layer.

Image, Canvas Size as follows

Effects, Plugins, Xero, Porcelain, as follows

Select bottom layer on layer palette, flood fill with white

Add a new layer above that layer and flood fill with color #022a66
